Abstract
Operational defects and their impact on structural changes and destruction of structural steel products provided to the accredited Testing Center of the Academician O.V. Roman Institute of Powder Metallurgy of the National Academy of Sciences of Belarus, leading enterprises of mechanical engineering and petrochemistry of Belarus are investigated. The reasons for the formation of defects under the influence of loads, elevated temperatures, and a corrosive environment are shown. Knowledge of the patterns of degradation of the structure will improve the reliability and durability of products.

Abstract
Currently, artificial intelligence (AI) is actively used in many fields, including the telecommunications industry. Machine learning (ML) algorithms play a key role in automation, classification, segmentation, and clustering tasks to support decision-making systems (Jepsen 2021). ML algorithms are introduced to achieve classified product offers in the accounting system, thereby building the company’s financial statements. This study solves the problem of automating a business process by using ML algorithms.
One of the most significant technological advances of the last decade has been the development and widespread adoption of ML. Decision-making systems using ML algorithms can be applied in various areas for intelligent decision-making to minimise manual human labour in business processes.
Various tasks were identified to achieve the study’s goal. They included analysing the company’s existing business processes, identifying bottlenecks and shortcomings, developing KPIs to measure its effectiveness, and proposing a new solution for organising the business processes.
This research proposes a model that automates manual labour. This model is a technical solution for making changes to an existing information system, supporting the operation of an ML model, and using the prediction results in an automated business process.

Abstract
Possibilities of using world experience in administration, the complex feature of state administration and its methodological foundation is that the study of its political-legal, political-social, and socio-economic reality is objective and subjective and at the same time, makes it necessary to benefit from the complex of social-political, theoretical-practical and general-scientific methods in this system. After our country regained its independence on October 18, 1991, fundamental reforms were carried out in state administration, state personnel policy, and the country’s economy. In international practice, the central line of the main reforms implemented in the field of civil service is the policy of human resources management. As the Republic of Azerbaijan is a post-Soviet country, traces of administrative management remained in the state administration until recent years. The Republic of Azerbaijan is a legal and democratic state. Democratic state administration is a form of administration based on public trust and people’s power. Therefore, the position and opinion of the people and citizens are always important in the professional activities of state managers. This should be considered as a priority direction when civil servants are selected for public bodies and promoted in the service position, and when determining the professional requirements imposed on them. Other nuances to be taken into account when formulating and implementing personnel policy in public administration are the country’s socio-political situation, demographic indicators, historical development path, macroeconomic indicators, the country’s geographical and political position, quantitative and qualitative changes in the labor market, advanced practices and modern approaches.

Abstract
In the article, the author tries to substantiate the motivation of active longevity of elderly people as a necessary condition for maintaining health and improving the quality of life. The steady growth of elderly people and an increase in the life expectancy of the population leads to the need for pension reform in Russia and employment of the elderly. Socio-political and economic problems in Russia and the legislative dependence of older people motivate them to maintain an active lifestyle and support physical health. The article provides a comparative analysis of concepts, approaches and concepts related to the problems of aging and the preservation of the activity of older people in foreign and domestic literature. The necessity of conducting research to develop scientific and theoretical approaches to motivate older people to maintain active longevity is substantiated.

Abstract
Aggression of Russian against Ukraine in 2014 became a serious challenge for European security. It demonstrated the need for a strong and effective security architecture on NATO’s eastern flank, where Ukraine plays a key role. This article will examine Ukraine’s role in ensuring the security of NATO’s eastern flank. In particular, the article considers the following issues:
- The geopolitical importance of Ukraine at the crossroads of Europe and Russia, as an important aspect of international cooperation.
- Ukraine’s military capabilities due to access to military forces and the ability to make a significant contribution to the defense of NATO’s eastern flank.
- Reforms in the security and defense sector of Ukraine in order to increase its compatibility with NATO.
- Ukraine’s cooperation with NATO within the framework of various programs aimed at increasing its defense capabilities.
The balance of power in the world is constantly changing, so it is important to take into account current threats and challenges when forming a security architecture. Each country has its own national interests that must be taken into account when developing a common security architecture. No country can guarantee its security alone, so it is necessary to develop cooperation with other countries and international organizations.
The paper examines NATO’s main functions in ensuring cross-border security: guaranteeing collective defense and deterring potential aggressors; participation in peacekeeping operations and security capacity-building programs in various regions of the world; supporting the development of democracy and the rule of law for its members and partner countries; active fight against international terrorism through joint military operations and other measures and others.
The tools of NATO for the formation of a security space were considered: powerful military forces used to deter aggression and protect the members of the Alliance; regular political consultations among its members on security and defense issues; cooperation with other countries and international organizations in order to strengthen international security.
The main principles of building a security architecture:
- The security of one country cannot be guaranteed at the expense of the security of another.
- Security architecture should be able to deter potential aggressors.
- The security architecture should be transparent and predictable for all participants.
- The security architecture must be able to adapt to changes in the geopolitical situation and the emergence of new threats.

Abstract
This article highlights the tasks and goals of university education in Ukraine during the war with Russia (2022-2024). The role of the University in the educational space and society during the Russian-Ukrainian war is highlighted. Ukrainian universities remain centers of education, continuing to train highly qualified specialists and educate new scientists. The article proves that the university in such a difficult time of war is shaping the new culture of Ukraine. This new culture is created by the inseparable unity of two guilds: those who teach and those who learn.

Abstract

The core of the article delves into the representation of gender in Azerbaijani literature, identifying literary movements that have influenced these narratives. The article examines how female authors challenged to gender discourse, exploring the agency and roles of women in literature. In sum, this article serves as an initial foray into the multifaceted world of gender issues in Azerbaijani literature, aiming to inspire further research of literature, culture, and society.

Abstract
This research paper embarks on a captivating exploration of the intricate interplay of utopian and dystopian elements within the same literary or cinematic work. Titled “Sounding Voices and Shifting Perspectives,” this study navigates the paradoxical terrain where a single narrative can be concurrently analyzed as both utopian and dystopian. With a keen focus on polyphony and heteroglossia, the paper unveils the dynamic nature of these narratives, which often defy conventional categorization.
The paper engages in a rigorous examination of literary and cinematic works that elicit dual interpretations, where utopian and dystopian visions coexist, weaving a tapestry of conflicting narratives. It dissects the multifaceted elements, characters, and thematic constructs within these narratives, unveiling the rich and complex layers of utopian and dystopian ideals.
This study also investigates how diverse voices and perspectives within a single narrative contribute to the simultaneous utopian and dystopian readings, shedding light on the inherent complexity and ambiguity of these visions. By analyzing how audiences grapple with cognitive dissonance when confronted with contradictory interpretations, this research unveils the broader cultural and psychological impact of such narratives.
The significant conribution of this research lies in its capacity to challenge conventional literary and cinematic analysis by unraveling the often-overlooked coexistence of utopian and dystopian elements in the same narrative. By embracing polyphony and heteroglossia as tools for understanding the intricate layers of these narratives, this study offers a fresh perspective on how literature and cinema continue to influence and provoke nuanced discussions on the nature of idealism and despair in contemporary society. In a world where optimism and pessimism often intersect, this research invites readers and scholars to explore the complexities of human imagination and the ever-shifting boundaries of utopian and dystopian thought.
