Abstract
The purpose of the study is to investigate the peculiarities of the activities of domestic information and analytical centres and their typology. The methodology of the study is based on the application of the principles of scientificity, systematicity, functionality, and informativeness. General scientific methods were used: terminological, problem-chronological, analytical; special methods – analysis, synthesis, induction, deduction. The scientific novelty of the study is an attempt to summarise the results of the work of predecessors in studying the outlined problem, highlighting the peculiarities of the organisation and functioning of analytical cells of various types, as well as identifying the key parameters of their classification. Based on the study of the problem, it is found that domestic think tanks occupy an important place in the life of society, since they act as intermediaries between the public authorities and society. This is a kind of public control tool that, through the analytical products created on the basis of the priorities and values of society, helps the authorities to make effective management decisions. The specificity of think tanks is a combination of studying a wide range of economic, political and social issues. The author clarifies that domestic think tanks differ in terms of their objectives, type of founders, legal status, funding channels, etc. It is noted that the work of centres today can be considered a multifaceted phenomenon, since it involves taking into account many indicators in the process of developing a typology of centres. The authors have established that among the classifications of think tanks proposed by researchers, the determining criteria may be their specialisation and research issues.

THE ADOPTION OF AN EFFECTIVE EUROPEAN BILL WILL BE NECESSARY TO REDUCE FOOD WASTE

Derambarsh A.
is deputy mayor in the town of Courbevoie. He is at the origin of the law against food waste passed on 3rd February 2016 in France. In Sweden in 2019, he received the « WIN WIN Gothenburg Sustainability Award ».[1]
is affiliated with YEREVAN STATE UNIVERSITY (ARMENIA) for seeking Ph.D in Law in 12.00.01 specialization (Theory and History of State and Law, history of state and legal teachings)

Abstract
The purpose of this analysis is to highlight the urgency of quickly obtaining an effective European law against food waste. This analysis demonstrates the blockages (lobbing and long and slow procedures), and solutions are proposed in view of the social and environmental emergency. This analysis is therefore all the more important as it applies in a disrupted and unbalanced social and environmental situation. Indeed, with millions of poor people on the European continent on the one hand and the emergence of worrying global warming on the other, citizens are expecting effective and innovative legal tools. Legislative decision-making between the different bodies of the European Union (European Commission, European Parliament and Council of the European Union) is a legal challenge that must be taken up. It should indeed be remembered that the DrawDown project (2020) and IPCC (2022) reports have confirmed that reducing food waste is one of the three main solutions to combat global warming. Can European law therefore reconcile economic production and social redistribution for better equity between everyone ? This is the objective of this legal analysis.

Abstract
Grief and resilience are related in a complex way through the interaction of feelings, coping strategies, and adaptive reactions to loss. A natural and complicated process brought on by loss, grief tests a person’s capacity for coping with and adjusting to hardship on an emotional, psychological, and spiritual level. Nevertheless, there is room for development, change, and resiliency throughout the grieving process. The ability to bounce back from adversity, flourish in the midst of difficulties, and preserve mental health is resilience, and it is this ability that is essential to how people go through and deal with sorrow. Building resilience in the face of grieving entails developing coping mechanisms that function, creating social support systems, nourishing happy feelings, and discovering meaning and purpose in the midst of loss. Studies reveal that people who successfully use their resilience throughout a period of bereavement frequently have increased emotional strength, flexible coping mechanisms, and a feeling of growth after experiencing trauma. Through accepting the difficulties of bereavement, expressing their feelings, and practicing self-care, people can develop resilience that enables them to deal with the difficulties of loss and set off on a path to healing. The complex interplay between resilience and grieving highlights people’s extraordinary ability to persevere, adjust, and prosper in the face of severe loss and hardship. In order to enable people to traverse their grief journey with strength, courage, and hope, caregivers, mental health professionals, and communities must respect the mourning process, assist individuals in building resilience, and create a caring and understanding atmosphere. Accepting the connection between grief and resiliency provides understanding of the transformational potential of loss and the innate resiliency of every person.

Abstract
Possibilities of using world experience in administration, the complex feature of state administration and its methodological foundation is that the study of its political-legal, political-social, and socio-economic reality is objective and subjective and at the same time, makes it necessary to benefit from the complex of social-political, theoretical-practical and general-scientific methods in this system. After our country regained its independence on October 18, 1991, fundamental reforms were carried out in state administration, state personnel policy, and the country’s economy. In international practice, the central line of the main reforms implemented in the field of civil service is the policy of human resources management. As the Republic of Azerbaijan is a post-Soviet country, traces of administrative management remained in the state administration until recent years. The Republic of Azerbaijan is a legal and democratic state. Democratic state administration is a form of administration based on public trust and people’s power. Therefore, the position and opinion of the people and citizens are always important in the professional activities of state managers. This should be considered as a priority direction when civil servants are selected for public bodies and promoted in the service position, and when determining the professional requirements imposed on them. Other nuances to be taken into account when formulating and implementing personnel policy in public administration are the country’s socio-political situation, demographic indicators, historical development path, macroeconomic indicators, the country’s geographical and political position, quantitative and qualitative changes in the labor market, advanced practices and modern approaches.

Keywords: management in state structures, human resources, civil servants, professional staff, civil service.

Abstract
In the article, the author tries to substantiate the motivation of active longevity of elderly people as a necessary condition for maintaining health and improving the quality of life. The steady growth of elderly people and an increase in the life expectancy of the population leads to the need for pension reform in Russia and employment of the elderly. Socio-political and economic problems in Russia and the legislative dependence of older people motivate them to maintain an active lifestyle and support physical health. The article provides a comparative analysis of concepts, approaches and concepts related to the problems of aging and the preservation of the activity of older people in foreign and domestic literature. The necessity of conducting research to develop scientific and theoretical approaches to motivate older people to maintain active longevity is substantiated.

Abstract
The purpose of this publication is based on a literature review to highlight the main aspects of nonverbal communication and its application to create a stronger lasting “parent-child” relationship and in the education of children with ASD. The main approaches to teaching children with ASD are reviewed- learning through games, video movies, through their peers with typical behavior, through art. In all these, albeit diverse, approaches to learning, several common and important features stand out: 1. Reciprocity in activities – the child with ASD must feel the care and special attention and attitude towards him; 2. Encouragement to creativity, stimulation and integration of personal skills; 3. Absence of stress factors and the therapist’s desire to build an environment and relationships with an atmosphere of calm and safety. 4. Nonverbal communication is the basis of each of the learning approaches. 5. The listed approaches can be applied in an integrated manner.

DIFFERENT NEEDS BY AGE AND GENDER DIFFERENCES IN THE COMPANY TOWARDS TQM AND HS

PhD student, Business School, Georgian American University, Tbilisi, Georgia

Abstract
The efficacy of security and quality management practices in shaping organizational success is fundamental, yet its influence varies across different employee age groups and genders. This essay synthesizes scholarly literature to juxtapose the differential impacts of security and quality management practices on distinct age groups within the workforce. It highlights the significance of Total Quality Management (TQM) and Information Security Management (ISM) in enhancing organizational performance, emphasizing the varying preferences among age cohorts. Younger generations, such as Millennials and Generation Z, demonstrate a predilection for security measures, driven by their tech proficiency and reliance on digital interfaces. Conversely, older employees, including Baby Boomers and Generation X, prioritize quality management practices due to their experience and penchant for process refinement. However, the contextual relevance of these practices within industries and cultural frameworks warrants consideration, especially in highly regulated sectors like healthcare and finance. Similarly, the essay explores gender-specific disparities in the perception of security and quality management practices, citing research indicating differential priorities between men and women. Women tend to prioritize workplace safety, while men emphasize organizational asset protection. Studies also suggest gender variations in perceiving the impact of TQM, with women attributing higher significance to job satisfaction and organizational commitment. Nevertheless, the contextual nuances in different industries, particularly those with heightened safety concerns, necessitate tailored approaches in implementing security and quality management practices. Ultimately, organizations must factor in age and gender dynamics when devising strategies to ensure the relevance and effectiveness of these practices, meeting the diverse needs of their workforce.
